Focus on developing on players - There are lots of small things you can to do focus on this. Part of it is having the internal focus being making players better. You can do this and still have an external focus on wins and losses.
Run Pro Offenses Only - You need to not run the spread, the A11, or any other gimmick offense.
Hire coaches who are good at developing players -This will help you attract players who don't want to go to college.
