CEOs' No. 1 worry: housing cost for workers

I am happy to hear this headline, CEOs' No. 1 worry: housing cost for workers. I just wonder if business can do anything about it. If everything that is built in Silicon Valley is market rate or low income that will still drive up the cost of employment in the area. I am just not sure anything can be done short of businesses leaving the area.
