Empty Market

I have living in this part of San Jose since 2004. Over those last six years this market has been empty. That would not be strange in some areas, but in some of those years San Jose has been an extremely hot real estate market. I always wonder how a story like this can afford to stay empty. I wonder if it has to do with Prop 13
