Download license fee

I read that the RIAA is of a against the idea of a download license fee. The idea is that everyone would pay $5 to their ISP, no matter if they use a peer to peer program or not. All of that money would go to the record industry. The people who run the peer to peer networks would report what songs are downloaded the most.

It is no surprise that the RIAA would be against this. It was not too long ago that they said that $.99 would be the minimum that they would let anyone change for a song to be downloaded. This is another chance at a new business model that the RIAA is letting go by the boards.
